The Laurence - Lawrence double whammy cannot be gainsaid. 
An issue I haven’t seen discussed: not only does the statute fail to contemplate that the DNI would decline to perform his ministerial duty to pass along the whistleblower complaint to Congress, it also forbids “judicial review.” So I’m not sure you could get a writ of mandamus.
There is a provision that’s relevant to the Laurence-Lawrence contention that the law authorizes full disclosure of DNI fails to act.
The statute says if you’ve made a proper complaint, then you can inform Congress of exactly 2 things:
-the fact that you made the complaint
-the date it was made
That’s it. (It’s only when other preconditions are satisfied that fuller disclosure to Congress is authorized.)
