While everyone is fussing over the "Meaningful Vote" on the House of Commons order paper for Monday, it means we're forgetting what *ought* to be there:

Queen’s Speech (Motion for an Address)

(i.e. the debate on the Queen's Speech)

Normally there are 5 days of debate on the content of the Queen's Speech

How it was *meant* to work this time is laid out in this tweet:


And after that there is normally a vote...
And that vote - by convention - is a confidence matter. Prime Ministers that lose the vote on the Queen's Speech have, in the past, resigned (even if the last time was 1924)

Now - *at the very least* - that schedule looks to slip by a day
Plus in light of this, have a read of this excellent thread by Dom Walsh about the arithmetic for a Vote of No Confidence (and - by extension - a vote on the Queen's Speech)
We do not *yet* have the Order Paper for Tuesday 22 October, but there are rumours the Government wants the second reading of the Withdrawal Agreement Bill then... but one presumes *before* the debate on the Queen's Speech has even concluded, let alone been voted on
This all looks strange to me. I'd welcome views of the Commons procedure experts @Brigid_Fowler @cath_haddon on this - is there any constraint on the Government to stop them delaying this vote indefinitely?

This one covers the impact of the Letwin Amendment and how that impacts overall #Brexit outcomes

This is really important - as I explain in the thread
All the media focus has been on how MPs will vote on the Deal Johnson got in Brussels - and #VoteDownTheDeal

However something else - the Letwin Amendment - is actually more important to the outcome now
The Letwin Amendment means the UK has to request an #Article50 Extension *anyway*, buying time for the Commons and Lords to scrutinise the Deal

But other things - notably the vote on the Queen's Speech - happen during this period, and that poses problems for the Government

OK.

This changes the whole arithmetic and procedure for tomorrow, if Speaker allows it to be voted on.

With Labour backing this will likely pass. So Johnson MUST ask for an extension. MPs will not be bounced into a decision.
I have also hence deleted my vote prediction tweets for tomorrow, because it is now highly likely that all of this will not actually come to a vote.

As Boles, Letwin and Hammond, P are backing the Amendment, it's odds on to pass.
Also note to #EUCO, @eucopresident, Macron, Merkel et al - that extension request is going to be coming!

I’m anti Brexit. I think this endeavour is foolish.

But doing it this way is extremely foolish. Whatever your view of Brexit.
First: there will be no impact assessment on the costs of this Deal available to MPs tomorrow

How can MPs make a judgment without that?
Second: the text of this Deal came out yesterday. Do MPs understand it? If they don’t, does anyone fully understand it yet?

- 63 pages Revised Protocol to the Withdrawal Agreement

- 26 pages Revised Political Declaration

- 3 pages Unilateral Declaration of Consent

Huge problems storing up for the govt this week:

Plan is to bring MV back tomorrow. Think almost certain not to happen as Speaker will rule out of order as (i) same issue twice (ii) contradicts Letwin amendment which says Brexit related legislation must be agreed first.
There is a common misconception that the govt pulled the vote on Saturday. They did not. They just didn't bring the motion as amended to a division. It went through on the nod. The House decided something. I.e. Letwin, that there is no deal until WAB passes. That is big.
That is why common refrain that Saturday was a "waste of time" or that "they didn't decide anything" is a nonsense.

Commons’ Order Paper has now scheduled and accepting questions for PMQs in the commons next Wednesday at the exact same time as @BorisJohnson is planning to be giving his Conference speech in Manchester...

And all those Bills that fell with prorogation are now back from the dead as the prorogation never happened, and the session continues - is Domestic Abuse, long buried Trade Bill Lords Amendments, including customs union, Agriculture, fisheries bills etc...
Treasury Questions on Tuesday too - but Chancellor’s speech in Manchester due on Monday.

Obviously if the Commons approves a recess, or there is a brief allowed prorogation maybe this changes - little seems certain right now though.

As I have said, the PM is supposed to have confidence of Parliament - when a new PM is appointed by the #Queen, the whole point is that it has been shown he or she had confidence of Parl whether via leadership contest or election. 1)
So if the PM does not have the confidence of Parliament, then the #Queen’s position is changed - she can’t just do what he asks her to anymore. If it comes to a decision between PM and Parliament, constitutionally she has to choose Parliament
#BorisJohnson doesn’t have the confidence of Parliament and now he’s trying to force through in what is pretty much a coup. He’s putting the Queen in an untenable position. 3)

@NicolaSturgeon @Feorlean It seems that action by the Scottish Government to resolve the constitutional issue must await the outcome of the 'meaningful vote' in the House of Commons. I'm hoping you will be able to clarify a number of points.
Assuming the Withdrawal Agreement is passed by Westminster, will we then be asked to wait until the European Parliament gives its consent?
Assuming the European Parliament gives its consent, will we then be expected to wait until the necessary implementing legislation is passed by the UK Parliament?

Let’s add a little context to the discussion of voting security in the US. To do that, I’m going to do something Computer Scientists are bad at - I’m going to talk about history. Specifically, let’s look at the Help America #Vote Act (HAVA) of 2002. 1/
The reason to talk about HAVA is to start recognizing some of the challenges of paper ballot-based voting. HAVA came about largely because paper ballots were proving to be extremely difficult to manage. 2/
For instance, paper ballots are expensive (they’re not printed on standard college-rule paper), and they’re not reusable across elections. You’ve also got to try and guess who is going to show up to the poll, and how many ballots you’ll need in each language. 3/
