As I’ve mentioned before, not compelling petroleum firms to pay inflation adjusted amounts for accrued fees is theft.

So can you explain if this was deliberate (impotence) or a simple oversight (incompetence)? Who are the lawyers representing #Somalia?

You say they “paid first installment” more than a year after the Concession Agreement was signed which stipulates payment date as “within 60 days” of agreement.

Some questions:

1) Are you saying the contractor failed to pay within specified payment period (breach of contract)?
2) Was the backdated lump sum amount broken down into smaller installments contrary to contractual agreement?
OR, perhaps (and most realistically), the contractor *did* pay the full amount to T.C Ziraat Bankasi "government account" but was kept there to accumulate interest over the year and only now are the funds being transferred *in installments* to the central bank! What do you say?🧐
If so, what justifications are there for delaying disbursements of desperately needed funds, especially in regional states where people are literally dying of hunger?

What off-the-books corrupt operations are interest earnings from Ziraat Bankasi being used to finance? 🤔🤔
As far as I know, Shell & ExxonMobil legacy blocks fall under 6 (offshore), 12 (Esso = subsidiary of ExxonMobil) and 14 (as highlighted with arrows).

Can you therefore confirm if the surface rental agreement covers all these areas?
The so-called resource sharing model grants 70% of surface rent income to the “oil producing” regions, but the hastily drafted didn't specify subdivision formula where this concerns multiple regions who have all a claim/stake in overlapping legacy licence blocks. 👀
How will you distribute this across regions? Using normal averages, applying proportionality relative to surface areas or just by number of blocks arbitrary assigned to any given state?

Did #Somaliland claim its share yet? Are you giving to #Jubaland its fair share as well?
