When they designed Mai they really decided they'd redesign the Physics of breasts, taking great inspiration from Gainaxing which was blowing up in the previous years.
However, they took it to another level by having her butt pixels jiggle as well. Jiggling is like the defining characteristic of her design.
These last 3 posts are 3 different KoFs. This trend spans YEARS.
Also, her clothes are not really clothes, the more you look at them. Some animations exaggerate this far more than others.
Sometimes they made animations where jiggling wouldn't be exemplified, but low-and-behold, they made her jiggle even more.
I think, tbf, it wasn't as much about censorship as much as it was not wanting to dedicate so much effort to her EXTREME physics.
