I am at @UNCTAD 12th Debt Management Conference - making debt work for development.
Carl-Hermann Schletwein, Minister of Finance, Namibia: private finance comes to Global South because of poor returns in Global North. We are not sure we are getting resilient capital flows.
Namibia has the worst draught in 90 years, govt provided emergency food, water and subsidies to farmers to reduce impact of climate crisis on industry and exports.
(as I will argue later in session on securitization and debt, Wall Street Consensus would prevent Namibia from directly derisking farmers, and instead derisking bond holders invested in Namibian 'SDG' assets)
oh well, Namibia is already going down the PPP for SDG asset classes route.
And it didn't take long: 'ESG goals raise the need for new finance' (interesting it's not even ESG/SDG goals anymore)
William White: when I was deputy governor of Bank of Canada, I saw with my own eyes the difficulties of managing fx pressures. And reliance on portfolio flows (hello Maximising Finance for Development) magnifies those difficulties because bond investors are flighty.
Ghana rep: we adopted an Industrial Transformation agenda to improve export competitiveness. Looks great.
Wonder how it will work with Ghana's great PPP push - and the contingent liabilities that comes with derisking commitments.
