Yes, Who writes like that? But the real question is, Who talks like that? The answer's NOBODY. That's just not how most English speakers say they DON'T want something. We don't say "I want NO x." We say "I DON'T want x." Trump's "I want no quid pro quo" is propaganda & a lie.
More precisely, I-want-no-quid-pro-quo is a CYA lie, now #impeachment propaganda. Trump said it to Sondland AFTER Congress found out about a whistle-blower. Trump had been pressuring Ukraine for QPQ for months. Zelensky even booked the TV announcement! The jig was up thx to WB. 
Trump said the awkwardly phrased "I want no quid pro quo" b/c he was caught & was telling Sondland how to frame the denial. Everyone knew what was happening. And they covered it up, hoping it would somehow be ok. Insanity, thinking Trump wouldn't destroy this like everything else
