Internal DHS reports indicate that no one at DHS knows what will actually happen to refugees forcibly deported to Guatemala and required to seek asylum there.

Training materials released yesterday show DHS is uninterested in safety.

Don’t believe him.
As Acting DHS Secretary Wolf says that “keeping migrants safe is a top goal of DHS,” here are the leaked training materials I broke down yesterday, showing how his agency had set an impossible bar to avoid deportation to Guatemala, including forbidding access to lawyers.
And here is the report that despite no one at DHS knowing what’s going to happen to people sent to Guatemala, DHS is moving forward anyway, regardless of consequences.

It is patently clear that “keeping migrants safe” is not a priority for DHS.

Indeed, as a check of the relevant government website 30 seconds ago confirms, it appears that Ken Cuccinelli is both the Senior Official Performing the Duties of the Deputy Secretary AND still the Acting USCIS Director.

What does that mean on a practical level? God only knows.
As of 11:53 AM on Monday the 25th, eleven days after Ken Cuccinnelli supposedly became the SOPtDo the DHS Deputy Secretary, he remains listed as the Acting Secretary on USCIS's website, and is also listed on DHS's website as holding both positions.
One upshot of the utter confusion about who is in charge at DHS is that every single plaintiff filing a lawsuit against a USCIS policy enacted since Cuccinelli was appointed, or enacted at DHS since Wolf took control, should include challenges to their appointment.

This is an invaluable leak. These training materials give us an inside view of the ways that the US will implement its “Safe third country” deal with Guatemala—who DHS will apply it to and how.

They also reveal a sham process, designed to generate denials at any cost.

Here is the most important slide: a list of who will be sent to Guatemala (at least for now).

Worth noting that none of these “amenable populations” and “exceptions” are actually listed in the US/Guatemala deal—though there are likely secret agreements between the countries.
Just as those lists of “amenable populations” and “exceptions” seem to have been manufactured at DHS’s discretion, the training materials also reveal that the decision to start the process to send someone to Guatemala is entirely in the hands of CBP officers at the border.

Reuters got the receipts showing just how much of a sham the process for sending people to Guatemala will be; just like MPP:

“Asylum officers were instructed not to ask migrants whether they have a fear of being sent to Guatemala.”

Think of the cruelty it takes to order that.
Read the new training materials that Asylum Officers will get for the new screening process to send asylum seekers to Guatemala.
In many, many, ways, the Trump administration’s war on asylum is part and parcel of their war on LGBTQ+ rights.

#Guatemala president Jimmy Morales just declared a state of siege in Izabal & areas of other departments. Three soldiers were killed yesterday in Izabal. There are multiple contradictory versions of events and most contradict Morales'.
The state of siege covers the entire department of Izabal plus 9 municipalities in Alta Verapaz, 4 in Zacapa, 2 in El Progreso, and 1 in Baja Verapaz. It is a huge swath of territory in eastern Guatemala. Much of it is Maya Q'eqchi' territory. Guess I'm doing a thread now... /2
The state of siege, established by executive decree following an emergency cabinet meeting, will last 30 days, but could be cut short or extended. The decree states that it both (a) is in effect immediately, & (b) needs to be ratified by congress (just sent) within three days. /3

1/ THREAD: New details on the Trump #remaininmexico #asylum plan out now, and it's so much worse than I was expecting. This is an illegal, immoral, unconscionable human rights disaster in the making. Let's talk about what this is and how it's going to get people killed.
2/ Context: Asylum seekers in Tijuana and other border towns are being "metered" by an illegal system which requires them to take numbers on a list and wait their turn (sometimes months) to lawfully enter the US to seek asylum. This is already bad enough.

As a fmr immigration attorney let me be unambiguously clear. Crossing a boarder to claim asylum is *not* a crime; no under US or international law. Any child separated from a parent under that pretext is done so in direct contravention to the laws of the USA. ⚖ THREAD Pls RT.
If you came to the US without permission to apply for asylum, youmetjod of entry, whether legal or illegal *should* in no way effect your application process. Illegal entry is not a ground of inadmissibility for asylum applicants.
Unlike many other categories of applicants for immigration benefits, ppl seeking asylum in the US are not barred by having made an illegal entry; for example, sneaked across the U.S. border or overstaying a valid visa (one of the top ways people are in the country illegall).

After WWII, we as a country (including my grandfather, a WWII vet) felt we could never allow human rights to be violated as they had been under Hitler; they were concerned about the thousands of refugees in Europe as well as the millions of people slaughtered in the Holocaust.
