This is so messed up. Spencer privately proposed to the White House that if they did not interfere with proceedings against the Navy Seal accused of war crimes (Gallagher), then Spencer would ensure that Gallagher was able to retire as a Navy SEAL, with his Trident insignia.
So while Navy Secretary Spencer was publicly taking one position (telling the WH not to intervene in the proceedings against Gallagher), he was secretly making concessions to the White House to make sure an accused war criminal could retire with his Navy SEAL status.
