We cannot pass a law that ends racism or sexism. Nonetheless, we can and must take these intractable problems and break down how they function systemically. That will allow us to find issues we can address that will remediate the damage and end their power to poison society
I think the best way to do this is not to pass some "Racism Is Bad" bill. You cannot legislate how people think, but you can legislate how they act. So take health care. There are tremendous disparities in health care practice that inflict deadly damage on people of color.
A searchable database of hospitals, clinics, and doctors with health outcomes by race.
There can be standardized treatment protocols that redress racial disparities.

There could be vaccination clinics and regular clinic hours two evenings a week and two weekends a month, so people do not have to take time off from work.
Include African Americans, Latinos, API, and Indigenous people in drug trials to see if there are differences in how the drugs work. (For example, ACE inhibitors do not work well for African Americans unless they are taken in combination with diuretics.)
Stop sending people to AA but instead to evidence-based rehab and therapy. AA is ranked 38th in success rates, so why is it the one people are forced to go to? Do they want people to fail?
Universal health care.
Generous scholarships and support to increase the number of doctors and nurses of color.
Discourage labeling patients of color who question and exhibit distrust as noncompliant. After the history of Tuskegee and more, distrust is common sense, not noncompliance. Noncompliance is a threat to parental custody, involved CPS, when historic abuses invite distrust.
Copy what California did to redress maternal mortality nationwide.

A smart candidate will have a health care policy that helps everyone but will also include components that redress systemic health care disparities and abuses.
The way forward is not to reject identity politics as the so-called progressives do, but to integrate identity politics into economic issues so that they do not perpetuate systemic oppression.
