Quantadyn and it’s owner Bolduc paid over $2.3 million in bribes to Seguin, who was a civilian employee of the 502 Trainer Development Squadron at Randolph Air Force Base in San Antonio. He was also involved with government contracts in his job.
Seguin then used his position to direct contracts back to Quantadyn for aircraft and close-air-support training simulators.

Seguin also laundered some of the bribe money through Impex Inc for a 10% fee. Impex was owned by Fiuza Lima.
