I see a lot of people promoting this tonight.

1) The question wasn't about the racial achievement gap, it was about reparations & how to confront discrimination.

2) I think this is a rather dishonest spin on what Biden said to the NYT. (See next tweet)
Here is the relevant portion.

He starts with saying responsibility rests with those who still engage in oppression. He then goes on a bit of a separate ramble, with examples, about why he thinks we should empower parents to help their kids.

At no point does he blame black parents for the racial achievement gap or segregation. You can certainly criticize him for not addressing the question, which I think was a but of a setup, with more detail, but this is just putting words in his mouth.
And the only reason they are engaging in this smear is that the other Dem candidates are doing terribly with African American voters. That's why you see Sanders and Warren surrogates promoting this article now.
