The Sachar Commission Report is obsessed with unequal metrics based on religious identity but doesn’t even mention inequality within different religious identities of the 150 million strong Muslim community but treats it as a monolith.

As a very first step @AmitShah @narendramodi should setup a commission to study inequality by identity within Muslims. One cannot have “affirmative action” without understanding the pockets of inequality in such a large population base. Muslims are not a monolith.
