Only when it feels safe, it deploys the full immune response.

Placebos are permissions to heal.
We need something similar to respond to the coronavirus threat: we must give the government permission to act

They're hesitating, for they feel unsafe: they might lose public support.
Just like a good placebo, we need to let them know that they will be safe by introducing the drastic actions which need to be taken.
