Anyone should be able to join the proposed circuit, so long as he is not anonymous, that is willingly own up to his speech. We need one global searchable, uncensored platform in which speech is protected by law, not encryption.
It's not just for whistleblowers. There is no 'clearinghouse' for whistleblowers or anyone else.. Anyone may join but there is limit to individual message length per unit time.

The only way you are kicked off is by a US court order, like after losing a defamation case.

But ultimately there must be one place where they can't because things like the virus don't care about the Democratic Party or Chinese Communist party. This channel needs to be created if the global world is to continue.
A 100% narrative only world is too vulnerable. There needs to be a place for unfiltered speech to go, even if it is limited length, text only.
The fact is we are about to lose our privacy without ever regaining our speech. We are all effectively naked in the modern digital environment. They say they'll give us back our clothes later. But first give us back one unfiltered channel of speech.
