You cannot blame the public for suspecting something fishy.
The armed men knew what time to expect the mayor.
They knew most of the police escorts would be in the first car of the convoy, which they let pass.
They knew the mayor would be in the second car.

What is clear is that police seem to be losing control of the peace and order situation in the city, what with armed men being able to stop a police convoy, snatch a target from right out of their hands, then snuff the life out of him as lawmen and relatives watched.
Even if it is proven they had no involvement in the mayor’s death, this incident will give the already-battered image of the police another black eye. The police now have two important missions to attend to; to solve this murder and step up security in the city’s streets.

➥ Incentivizes risky behaviors
E.g.

-Titanic trying for record breaking maiden voyage.
-Chernobyl trying behind schedule, trying to get test in last night possible.
-Deepwater costs 500k/day to operate.
-Challenger trying to quadruple rate, so can get goods to space w/ reusable shuttles.

Some of the big 👀 popping numbers:
Dept of Health's workforce is down 46% since 2008 from 1,978 to 1,074. So about 900 fewer workers. Think that might have an impact on health inspections & whatnot?
Dept of Human Services, which is responsible for a whole lot w/ regard to the safety net & delivery of critical programs, dropped from 15,684 in 2008 to 11,306 in 2017 for a reduction of 23% - or 4,300ish. Think that might make it tougher to have an efficient welfare system?
