It's still very disappointing that the BBC headline makes no reference to terrorism.

Framing matters.

The Guardian coverage references terror in single quotes below the headline, as gunman is emphasised in the headline:

The MailOnline coverage doesn't use the word terrorism or terror in its headline but does in its opening paragraph.
The Sun's headline leads with 'incel' terrorist, as an earlier story had terrorist in single quotation marks.

The term 'maniac' is ableist language.
The Express coverage proved harder to find. Both headlines do not use the term terror or terrorism. With the former using one of the terms in its subheading.
The Metro coverage does refer to him as a terrorist in the opening paragraph but not headline.
Coverage in The Times refers to Tobias Rathjen as a murderer and far-right extremist. The aspect of terrorism is acknowledged in the second paragraph.

The Telegraph does reference far-right terrorism in headline following live blog coverage which had used single quotations around the term.

The Daily Star coverage foregrounds "xenophobic" in its coverage.

The sentence "Investigators believe the terror attack was racially motivated" appears only on paragraph four.

The FT leads with the far-right links but the headline itself does not reference terror nor terrorism.
