Afghanistan only exports around 800 million and imports ten times that. The “trillion” in mineral resources is fictional because there is no way to process or transport product. The talibs have no solution or plan They failed before because they are a religious movement.

I predict like all of UAE/KSA plans fed to Trump (Iran, Yemen, Palestine, Libya etc) that this half ass plan will create a bigger power vacuum and another low grade, endless war. Perhaps this is ideal for resource extractors who don’t want the colonial burden of development.

Zalmay signed a deal with a non entity saying America is “committed to” total withdrawal within 14 months (Trump election talking point) and we agreed to pump money into the new post peace plan government...which doesn’t exist.
