Allen Dulles had been posted to Bern, the de facto capital of Switzerland in November 1942, and had spent the rest of WW2 there. Richard Helms was also involved in the betrayal. He had spent his early career after the war stationed in Germany under Allen Dulles.
Helms working for the Office for Strategic Services focused then on espionage in central Europe at the start of the Cold War & his work included the vetting of the German Reinhard Gehlen spy organization. When this network was renamed the Central Intelligence Agency (CIA) in 1947
& the OSS was incorporated into it.

An inexperienced John F Kennedy backed off. The operation needed military back-up and when that didn't materialise, it failed.
A better plan would have been to have backed Fulgenico Batista , although a dictator, was not working for the Germans. However he was overthrown when Ike Eisenhower, another German agent, was President of the US. Dwight Eisenhower covertly supported Castro.
As well as Castro, the DVD had another agent Ernesto Guevara, who became Cuba's Central Banker and ran their Medium Term Note trading programmes. He talked much about reducing income inequality all the while creating a huge disparity between that of the poor
and his own numbered bank account in Switzerland. The Argentinian was killed in Bolivia on 9th October 1967 trying to foment revolution there. The CIA & the Bolivians were involved in the assassination. The DVD was after Bolivian tin.
