What's going on thread. After a period of being reassured that no #COVIDー19 cases had taken place after initial ones, finally came new ones. When that happened, a situation foreseen by DOH kicked in: to declare Code Red if local transmission was found.
That was done by DOH on its own, as it said it would, in its letter to the President. So, a Code Red was declared.
But what DOH can't do, because it requires the President to do it, is declared a national health emergency. What was announced, after DOH declared Code Red, was to say the President would act as DOH recommended. But the fine print: action comes on Monday.
That Monday action expected over the weekend, is expected to appear on paper during the daily press briefing.
Reporters will most likely ask why, considering being forewarned by DOH back in February, a draft hasn't/wasn't/isn't ready following on conditions for Code Red, or why it couldn't be signed over the weekend.

Once you read the thread, particularly on mandatory data-gathering, you will understand why the question is, if DOH advised Palace what should unfold once domestic transmission takes place, waiting for weekend to end for a declaration to be made, has upset some people.

But this requires an extra step of due diligence and coordination, to help add context. Otherwise:
People are expecting not only national, but local leaders, to step up and assume responsibility.
