Wondering why no one from Obama Administration has been indicted? Same with Bush or Clinton Administrations? I believe it's because everything they've done was "legal" pursuant to Executive Order 12333-United States intelligence activities of Dec 4, 1981.

1.4(f):
Reagan signed an order that gave the President the power to order basically anything.

Section 1.5 gave the Director of the CIA enormous power, making them responsible only to the President & the NSC. If Obama ordered Brennan to spy on Congress, so be it.

The entire intelligence community, all 17 agencies, were granted the authority to collect any information needed by the President, NSC, Sec State, DOD, and even other Executive Branch officials. They could also disseminate intelligence.
The President could ask any of those intelligence agencies to act in any way and at any time as the President may direct.
On July 22, 2018, James Clapper clearly told us it was President Obama who was behind the intelligence community spying on Candidate Donald Trump.

And FBI agent Lisa Page’s email said: “potus [President Obama] wants to know everything we are doing”. (Inspector General’s Report, p. 409)
President Ronald Reagan's 1981 Order is not a statute and has never been subject to oversight from Congress or any court. The Executive Order authorizes collection of the content of communications, not just metadata, on anyone, including US citizens.
Reagan's order allowed NSA to share any intel with entire IC, but NSA analysts could filter out info & mask names.

So Obama amended EO 12333 right before leaving office to allow the DNI & DOD to Disseminate of Raw Signals Intelligence gathered by NSA.

George W Bush also added his "stamp" to EO 12333 in his final yr in office.
