No. 1 crisis is how current crisis effects his re-election chances.
No. 2 crisis is how markets react because he ties those to his reelection.
No. 3 crisis is how the economy react (see No. 1 & No. 2).
Health crisis is only a crisis to the extent it effects 1-3.
Testing is not only not a priority it's bad because a.) it produces data that might look bad for him & b.) because he didn't prioritize it he sees those calling for it as attacking him
He likes "cures" because they let him "prove" he was right that testing's not important
He seeks remedies for the crisis based on his No. 1-3 priorities above...which is why those associated with health care are the ones he moves slowest on
He blames China to deflect from him
He emphasizes state and local role to minimize his responsibility
He does not understand why people are outraged at Senators profiting from their epidemic knowledge (otherwise he might realize those senators were betting against him)
