I suspect it was this on. A clearly stated policy about use of single sex services 
From which complaints were kicked up
So people who weren't at the event complain because women assert reasonable boundaries (No men in women's toilets).
And council writes an ominous letter 4 months later, with no details, demanding a response in 15 days.
