Throughout Europe, quarantine orders have been followed by the realization that some will react by scattering and spreading the infection. The lesson was so clear: Put up roadblocks, stop the trains, stop the flights, *before* that happens.
It's like watching a drowning man ignore a liferaft, one right in his reach. I'm screaming, "Grab the liferaft! Grab it! It's right there!" But somehow he can't see it, and can't hear me screaming. What's causing his failure to see it? Why can't he hear me?
