New National Security Strategy of #Poland is quite a solid and healthy document, with an adequate understanding of the current and near-future threats. it identifies the "neo-imperial policy" of #Russia as the most serious threat, "pursued also by means of military force". 1/13
2/13 It warns of an outbreak of a conflict "originating from a violent escalation as a result of an incident" due to the #Russia/n "below the threshold of war" activities that could provoke such a conflict, including an international one.
3/13 The document explicitly highlights the increase in internal tensions within the #EU/#NATO as well as actions undertaken by external entities as a "noticeable risk of undermining the coherence of the positions and actions of the member states of NATO and the EU".
4/13 The #US-#China-#Russia strategic rivalry that "affects the entire international system" is recognized as an "important phenomenon" at the global level. The likelihood of tactical nuclear weapons use in a conventional conflict is regarded as "particularly dangerous".
5/13 #Communication systems are a "key component of national security assets and preparatory means for crisis situations". Hence, they are considered to be an "important element of the national critical infrastructure".
6/13 The document underlines the specific role of #Information space and #cyberspace. However, it stresses the increased room for "#disinforamtion and manipulation of information, which requires effective strategic communication activities".
7/13 The #energy is recognized to be a "crucial sector" for #Poland. The document warns of an increased "dependence of the countries in the region on energy carriers from the East" with #NS2 given as an example. The selective gas supplies is an instrument of political pressure.
8/13 #Poland values #NATO, the #EU as well as a strategic partnership with the #US and "stries to beef up the external pillars of its security" through the membership in these organizations. Regional cooperation is also of "great importance" (#B9, #V4, #Weimar, #3Seas etc).
9/13 #Poland intends to "attain capabilities to conduct full spectrum of military operations in #cyberspace". The efforts in #cybersecurity are directed in the direction of "increasing resilience to #cyber threats and boosting #information protection to the public".
10/13 "#Information space" is separated from "#cybersecurity" and, in my opinion, it is a healthy approach. According to the document, the State is responsible for "ensuring secure functioning of the state and its citizens in the information space:" >>
11/13 "At the strategic level, build capabilities to protect #information space (including systematic fight against #disinformation) understood as the merging layers of space: virtual (layer of systems, software and apps), physical (infrastructure and equipment) and cognitive".
12/13 The creation of #StratCom system tasked with "forecasting, planning and implementing coherent #communications activities". The "#influence tools in various domains of national security" are also mentioned
13/13 The active counteracting of #disinformation is seen through boosting own capabilities and "cooperation with the #inforamtion and #socialmedia" involving citizens and #NGOs. The education in #informationsecurity should increase public awareness regaring info #manipulation.
Almost forgot. By 2024 #Poland intends to reach 2,5% GDP threshold in defense spendings in order to “accelerate the development of operational capabilities of the Polish Armed Forces”. Warsaw intends to build capabilities allowing “to carry out #information activities”. #IW
And in terms of #NATO #Poland wants to reinforce the Eastern flank and to keep the “open door policy. As for the #EU, Warsaw wants greater involvement of Brussels in improving security in the #EaP and “strives to maintain the enlargement policy within the EU”.
#Poland to continue to “strengthen independence, sovereignty and territorial integrity of #Ukraine, #Georgia and #Moldova”. Warsaw will support their #EU/#NATO aspirations and will remain engaged in stabilization activities in its Eastern neighborhood, including via #EaP. END
