A doubt:
Whether Union is sharing the "Additional Duty of Excise on Motor Spirit" collected with States since it is termed as "surcharge"

Major feature of CESS/SURCHARGES is that they need not be shared with the States by Union as they are not coming under divisible pool

So if any one knows, kindly enlighten me about this "Special Additional Duty on Excise on Motor Spirit" See this year budget proposal
