New: PA's top two GOP lawmakers have a new congressional map.
• Will submit to Gov. Wolf tonight
• Philly and Pittsburgh could see changes
• Leader of House Democrats said they “had no role”
• Unclear whether court will allow it

The map has not yet been released. Stay tuned.
“The General Assembly’s failure to pass a new map by today is a product of the legislative leaders’ recalcitrance and procrastination.”

Lawyers for plaintiffs in gerrymandering case issue statement on legislature not passing a map:
Here’s the new congressional district map top PA Republican lawmakers are proposing, via @LizNavratil: philly.com/philly/news/po…
Top Republican lawmakers say their proposed congressional map:
• maintains PA-1 and PA-2 racial composition
• doesn’t pair incumbents seeking reelection
• keeps 68.8% of people in same district
• splits fewer counties (15, vs. 28 before)
• splits fewer towns (17, vs. 68)
I count these 15 counties split:
• Montgomery (4 districts)
• Philly (3)
• Allegheny (3)
• Berks (2)
• Carbon (2)
• Chester (2)
• Crawford (2)
• Cumberland (2)
• Dauphin (2)
• Delaware (2)
• Fayette (2)
• Luzerne (2)
• Lycoming (2)
• Mifflin (2)
• Washington (2)
This is with the caveat that we don’t have a shapefile yet. This is based on the pdf released by Senate President Pro Tempore Joe Scarnati and House Speaker Mike Turzai: dropbox.com/s/f7g92sr4x5n7…
Gov. Wolf will review the congressional map proposed by top Republican lawmakers, a spokesman said.

Top Democrats are urging Wolf to “reject it outright,” saying they had not seen the map and that GOP leaders “blocked this process, refused to negotiate”:

Eric Holder, former AG and chair of National Democratic Redistricting Committee, says in statement that the map proposed by top PA Republican lawmakers “does practically nothing to fix the partisan gerrymandering” and citizens “deserve better than an unfair status quo.”
