What happened to Global Britain asks the Spectator? Simples, it never existed in any tangible sense, it was a self-constructed ideological comfort blanket that enabled Leave elites' cognitive dissonance during referendum campaign 
It was inevitable Leave elites like Fraser would end up arguing that Brexit itself was in no way structurally flawed, just that it wasn't done right by the wrong people - called this ages ago

I've just the piece and it is absolutely riddled with dubious claims - far too many to list individually so here are a couple of the more egregious ones
"Every Brexit campaigner and all of her rival candidates in the Tory leadership race wanted to grant [EU nationals] immediate and unconditional guarantees that they would not be affected." >> So why didn't they vote accordingly when the matter was before parliament?
I accept frontbenchers bound by collective responsibility but backbenchers were in prime position to put their referendum promises into practice, many of them were longstanding rebels on EU votes under Cameron so don't buy 'loyalty to PM argument'
"There should be no more violinists deported to Massachusetts because they don’t earn enough" >> Nothing about EU membership forced us to do such things, claiming otherwise is deeply dishonest and incompatible with claim public care about skills not numbers
"Savings from EU membership bill are also on their way: the Office for Budget Responsibility estimates the cost (currently £8.6bn a year) will be below £1bn within seven years." >> This is very dishonest in that it refers specifically to Brexit bill, not all future payments
