EXCLUSIVE: Christopher Steele may have handed at least one of his dossier memos to the UK's highest ranking security official, who works for the Prime Minister, @theresa_may - THREAD

Some background first. Take a look at this little noticed quote from #resistance member Luke Harding's book "Collusion". Steele apparently handed at least one of his dossier memos (potentially more) to "the" top UK security official, a "former colleague from his days at SIS[MI6]"

Steele is a confirmed source for Harding - they met in person at his Orbis office in London. Steele no doubt provided much of the material for Harding, as he recycles all the dossier allegations. So this handover likely happened, we just don't know WHO the anonymous official was

So, who is it?

CHARLES FARR, the Chair of UK Joint Intelligence Committee (JIC)

This is based on an analysis of public records, leaked MI6 undercover officer information and comparing career timelines of Steele and his ex colleagues

The JIC coordinates the UK intelligence agencies (eg MI6, MI5 & GCHQ). The chair has *direct access to the Prime Minister*. The JIC also maintains “liaison” with foreign intelligence agencies, e.g FBI, NSA, CIA

Who is CHARLES FARR? The Times newspaper quoted a former colleague in 2012 describing him as 'messianic', 'very emotional', and 'on a mission'. As well as extremely secretive: thetimes.co.uk/article/charle…

Prior to JIC Chair, Farr's previous role was head of the Office of Security & Counter Terrorism (OSCT), which regulates surveillance interception as part of the Home Office. In 2014 he fronted a government PR campaign for mass surveillance of social media: theguardian.com/world/2014/jun…

The Prime Minister Theresa May ran the Home Office at the time Farr ran the OSCT, so they are close colleagues both in their current roles as PM and JIC Chair AND their prior roles

What is the evidence it is CHARLES FARR? Well, the person that Harding describes *could* also fit one other role: the UK National Security Advisor. This was Sir Mark Lyall Grant in '16. BUT, they ALSO need to be a "former colleague" of Steele's at MI6, which Grant wasn't

The only person who fits both is FARR. A leaked list of from MI6 confirms he *was an undercover MI6 officer*, based in London between 1995-2006. Chris Steele was also posted undercover to London at this time, 1993-1998. Their MI6 positions AND locations overlap for at least 2 yrs

So, Steele gave his Trump dossier allegations (*at least* one memo) to a close colleague of the UK Prime Minister - Charles Farr, Chair of the JIC - who coordinates the output of the UK's Intelligence Agencies and handles foreign liaison with the most senior UK security officials

It's not credible that FARR did NOTHING with these memos. Or that Steele didn't pass on his whole dossier even prior to that. From public reporting we *already know as early as July/Aug 2016 that the dossier was given to MI6 & GCHQ & thereafter to the CIA*

What analysis was done by the JIC? Was that memo and/or whole dossier taken seriously? Who vetted it? Gave the dossier to MI6/GCHQ and onto the Americans? What was FARR's role? Did he brief the Prime Minister or Foreign Secretary? And, for @dbongino, were OFFICIAL channels used?

What did the UK Prime Minister know and when did she know it?

You probably know most of these characters already, but they have even more pervasive connections between each other than publicly reported to date & are involved in initiating what appear to be fishing expedition meetings with Trump team officials over many months in 2016

ADDENDUM: On Sat May 12 I emailed the Media Response Team at the UK Cabinet Office, asking for clarification or comment on whether Steele handed his memo(s) to Charles Farr
