On King level, I'm having a hell of a time taking advantage of my military forces due to losing loyalty in the cities I win. I've chosen every policy which adds loyalty #OneMoreTurn @CivGame
I've placed a governor in each city the same turn I occupy it. I repair its monument. I keep a unit garrisoned. I've even used spies to disable nearby enemy governors. A city about 7 hexes away has Bread & Circus. Yet, loyalty drops quickly.
In one game I played, a city state had a unique bonus which added loyalty for each military building in the encampment. No city state with that bonus exists in this game, and I don't see any city state which can help with loyalty.
Do you have some suggestions? In the meantime, I have some suggestions for game enhancements:
1. Allow spies to suppress disloyal citizens - i.e. opposite of "stir unrest"
2. Create a mobile "Bread & Circuses" unit
3. Allow spending Gold or Faith to buy loyalty
The other thing I thought about was razing the city I conquered rather than keeping it when I know I would have loyalty issues. Unfortunately, one doesn't have an opportunity to look at the city before one has to make the raze/keep decision. I'd like to see if it has wonders or
relics or works of art before I raze it, which I presume would destroy those unique items. Also, shouldn't there be an option to raze the city after I've kept it? That way, I could keep it and then move all the goodies out and then raze it. Also, should not I be able to
scrap the city's assets, i.e. get some gold by dismantling districts? Is there any way to know, before conquering a city, what the loyalty pressures will be?
