PROPOSED NATIONAL YOUTH EMPOWERMENT SCHEME: Restructuring the NYSC by a Serving Corps Member.
With approximately 10months as a serving Corps Member, I have come to the realization that Nigeria can get far more than it is getting from it teeming youth population and also can give far more than it is giving them presently.
Nigeria can help its graduates by eradicating the uncertainties that usually characterise their post NYSC lives, especially when not immediately employed, by directing their energy towards productive and positively engaging causes.
In light of the foregoing, I decided to come up with a proposal aimed at changing the structure and operations of the NYSC. I intentionally designed it as a policy with a 10years baseline so as to ensure that its performance, successes and/or failures will be measurable against.

Here we go:
I suggest the name be changed to NATIONAL YOUTH EMPOWERMENT SCHEME (NYES).

*Aim:

To transform Nigeria to a production based economy, through harnessing the creativity and innovation prowess of its teeming Youth population, by year 2030.
This "aim" is intentionally structured in a way dt d phrase "promote unity in diversity", which is one of d core purposes of d Scheme as it is currently, is omitted because: first, the Biafra war whose aftermath led to d creation of d NYSC in d first place is far behind us;
2ndly, my convictn dt avrg Nigerians, irrespctve of tribe, dn't "hate" one anoda as widly belivd, we wer manipulatd to thnk so;and on my bliv dt d concept of unity and patriotism cn only b truly achievd wen citizens av reasons 2 b unified and patriotic rada dan on mer "preaching"
*Objectives:
1. To effectively transform our graduates frm job seekers to job creators.

2. To efficiently faciliate skills acquisition by all graduates in any profession of their chosen.

3. To entrench sense of responsibility, discipline, commitment and patriotism in our grads
4. To bestow on every graduates financial capital to kick start their personal establishment.

*Modus Operandis

To achieve the aforementioned objectives and consequently the aim, it is necessary to put the following in place.
*Duration:

Firstly, the scheme will be scheduled in such a way that graduates will be spending 7-9months as against the present 12months for their NYES Participation.
...The whole of the period will be spent in the Empowerment Camps. Feeding, clothing and security of serving members of the scheme will be the responsibility of the government as it is under the current scheme.
*Establishment of Empowerment Camps:

There is need for d Establishment of robust & well-equipped Empowerment Camps in all d six geopolitical zones. The establishment can be started wit 2 per zone and wit time b made 1 per each state for d all 36 states of d Fed and also d FCT.
...These Camps will be equipped not only with robust and world class equipment for facilitating skills acquisition by graduates but also with World-Class facilitators and expert trainers.
*Posting:

Posting will basically be done according to geopolitical zones, that is no graduate will serve in his or her geopolitical zone of Origin except for married women.
*Training:

Graduates will b engagd in INTENSE training on deir chosen profession during d entire period of deir stay in d camp. This will b a form of stepping up frm d current Skills Acquisition & Entrepreneural Devp't(SAED) being administer by d scheme 2 corps members on camp.
Just like they spent hours in classes for lectures during their undergraduate years, the graduate will be spending a major part of their days in training room with 85% practical and research exposure and 15% theoretical exposure.
*Community Development Service:

While having the skill acquisition as the main thrust of the scheme, the impact of the Serving Youth will still be felt by their hosting communities through the Community Development Services.
...This will be done by transportation of Serving Members according to their respective CDS groups to the various parts of the hosting communities to render their services once every week, preferably on Saturdays.
*Discipline and Commitment:

The sense of discipline and commitment will be entrenched in Serving Members through "Military drills which will be administered in the morning every two days;
...also, the military mode of time management will be the adopted style in the Camps; the military will also be in charge of maintaining peace, order and decorum in the camp.
*Financial Remuneration and Capital endowment:

During their period of stay in the Empowerment camps, members will be entitled to monthly stipends for their personal upkeep;
At the end of their training and having fulfilled all d necessary conditions, topmost of which is the...
..successful completion of deir program and success in necessary examinations as may be administered by the authorities, each member will be entitled to an amount, to be determined by the government, which is reasonably enough to kick start their businesses and/or establishments.
*Other Career Opportunities:

Private and Public Organisations, agencies, Ministries, NGOs who are interested in employing graduates will be encouraged to organise their aptitude tests and or interviews at the various orientation camps around the country.
....This is to give chance to graduates who intend to work in the corporate world the opportunity of getting employed.
*Related Policies:

Since the target is to transform and restructure the nations economy through harnessing its most important resource - youths, there will be need to formulate stringent policies that will protect their businesses and establishments:
...by emphasizing and where possible 'enforcing' consumption of locally produced goods and services; by protecting local establishments from undue competitn frm foreign establishments; and most importantly by ensuring a friendly biz environmnts for infant biz and establishments.
Benefits*

*In the Short Run:

1. Unemployment rate will be drastically reduced since graduate will not necessarily need to be searching for white collar jobs after their graduation but rather focus on developing their own brand.
2. The current peculiar corrupt and unholy practices relating to posting in the scheme will be eliminated as there will be no need for relocation and/or reposting.

3. youths will b productivly engaged and b more focused as deir energy will b focused on devlopng demselvs.
4. Considering the fact that Nigeria is very populous and with stringent policies on protecting infant establishments, there bound to be a generation of young successful CEOs who basically thrive based on their creativity and innovation.
*In the Long run:

1. Nigeria will arrive at a point where it produces a very large percentage of what it consumes.

2. Nigeria economy will truly be diversified and the excessive reliance on the oil sector will be banished.
3. Nigeria's GDP will truly reflect the realities of the economy as against the current "virtual" GDP

*Threats:
1. Corruption: This can be mitigated by commitments from government at ensuring that the scheme is seen...
...and operated purely as a National Project rather than a political party agenda or point-scoring programme which currently characterise government activities in the country and which is having detrimental effects on lofty programmes and policies of national importance.
2.Electricity:This is crucial, not only to d successful implementatn of ds policy bt also to d overall development of evry other sector of d economy. Gov't shud at all cost and as a mata of priority find a lastng solutin to d current epileptic nature of power supply in d country.
