Maybe it's the heat, but I'm taking the Barnier/Raab presser as a +ve step

Lots of constructive language, plus some careful framing to open up some options

Importantly, UK seems to be committing to producing more text on Irish dimension, which will be essential to getting to a Withdrawal Agt

Usual cautions apply:

- still some big gaps between UK & EU on issues
- practicality concerns from COM will need addressing

3/
Next step will be reception of all of this back in London

Is Raab going to come back in this milder style, or return to war-cries?

EU27 meeting of ambassadors has ended. Diplomats told no word yet from London whether UK ministers have given greenlight to the deal. Diplomats also told that substance of the Northern Ireland backstop is the previously reported three options to pick by July 2020
If there is a deal in the UK this evening the following will happen:

- joint Barnier-Raab presser
- Barnier will recommend Tusk call a special EUCO
- work continues on docs
- EU27 ambos meet Fri/Sat
- TBD: EU ministers meeting on Monday
- Tue: full text on future relationship
After that, also next week: EU27 sherpa meeting.

EU27 diplomats have also been told that the Brexit EUCO (25 Nov.) will only be to approve the text/s because European Council president Donald Tusk doesn’t want a drafting discussion/debate among leaders

Getting Member States involved in #Brexit negotiations will not help the #UK. It will most likely fuel domestic politicization of Brexit in #EU27 countries. This will be detrimental to UK interests.
UK #Brexit strategists and commentators as diverse as @Jeremy_Hunt, @CER_Grant , @anandMenon1 and @fromTGA warn about the dangers of No Deal for British public opinion and call on #EU27 member states to get involved.

The British people will hate the EU for a generation, they warn.

The idea/hope is that MS governments will be more willing to give in to British demands. I think this is a flawed argument that overlooks the dynamics of politicization.

An EU source tells me that today's #Barnier #Brexit op-ed does not signal any shift in the EU position or offer anything new to the UK. They said reflects what has been said on previous occasions by Mr Barnier and that he had "nothing concrete in mind".
Asked about the timing, the source said the #Barnier #Brexit piece targetted the 26 EU member states other than the UK and Ireland & was "an exercise in bringing all other member states up to speed on the state of play" and "was not drafted in any way to signal a change".
EU source re. #Brexit #Barnier "We're saying we aren't intransigent, we're willing to listen, we'll consider innovative solutions w. in the clear legal limits. But if [UK] is not flexible...there's no room for flexibility".
