2/ Mueller doesn’t announce or leak (ahem...Kavanaugh...). He isn’t going to have a showy press conference to say, “I’m done. Go ahead, impeach.” And these crimes seem so broad, deep, and go way back through @realDonaldTrump, @NRA and @GOP, so this investigation will take time.
3/ Waiting for Mueller to be “done” will take until 2020. But Dems should not rush impeachment, either, for many reasons.
A) Don’t interfere with Mueller investigation at this stage.
B) Wait until Mueller finds more than obstruction &campaign finance. Wait for actual conspiracy.

4/ Impeachment can’t just be a way to make the Dem base happy.
The House has to think like a realistic prosecutor:
When will they already have a strong legal case that would persuade a jury? In this case, 17 or 18 GOP Senators? Obstruction and campaign finance isn’t enough.
