The State Dept used Moon's own words: “As Pres Moon has stated, “the improvement of relations between NK & SK cannot advance separately from resolving NK's nuke program.” But SK analysts point out that NK specifically requested Jaebol magnates to visit news.joins.com/article/229757…
NK let it known through channels they want owners of capital and decision-makers to visit. The specific areas of economic cooperation are: railroad & infrastructure, energy & power, IT, tourism. These Jaebol are conglomerates so they all have construction & engineering arms
In other words they're all positioned to cooperate (or profit) from joint ventures. Not shown in the pic above is Hyundai Grp CEO who's been at the forefront of inter-Korean projects: Hyun Jung-eun. Mt. Kumgang tourism is essentially Hyundai's pet project

To understand the full story of Jaebol involvement, must understand what kind of rights Hyundai negotiated back in 2000 during KDJ days. Hyundai-Asan purchased a boatload of exclusive (i.e., monopoly) rights on umpteen NK projects and it had 1,100 employees devoted to them
Hyundai-Asan holds exclusive rights to develop certain power plants, telecom lines, railroads, Imjin River dams, Mt. Kumgang water rights, airport & tourism sites. Hyundai owns such developmental rights until 2030. Now it's 2018. The meter's ticking: 30 years are now down to 12
Those who know the inside story realize why she's at helm of Hyundai. Her hub threw himself from 12th floor when things went awry: he's buried at Mt. Kumgang. Aside from those NK projects that Hyundai has exclusive rights to, that's why she tries to visit

Why should SK biz leaders waste time on NK? Well, at least for one there is some "sunk cost" investment with a time limit. That "time value" is important as it could expire worthless. For the rest, their construction arms want in on infrastructure projects
