Flynn would make sure that US sanctions imposed on Russia would be “ripped up” and that doing so would clear the way for the ambitious nuclear project.

The whistleblower who went to @RepCummings said that the Flynn nuclear plan explained how the U.S. would have to provide military support to “defend these installations” and that doing so would provide the U.S. gov a PRETEXT for placing U.S. troops in countries in Middle East.
Called the "The Marshall Plan."
The whistleblower was told on Inauguration Day that the Flynn Nuclear project would "re-colonize the Middle East." 
Copson told Al.com at the time that he was looking to Alabama’s Republican senators—Sessions and Richard Shelby—to assist with this [nuclear] project.

In late 2016, the Bellefonte nuclear facility was sold for $111 million, but Copson’s company didn’t end up making a final offer. Still, ACU Strategic Partners pushed ahead with its overall plan to construct nuclear power facilities in the Middle East with Russia.
Cue in Franklin Haney of Nuclear Development LLC. He really wants to buy the Bellefonte Nuclear Power Plant. So bad he agreed to pay $10 Million to Michael Cohen.

THEORY: Flynn/Sessions in charge of getting Russian sanctions lifted. Sessions/Shelby seed ground for sale of Bellefonte Nuclear Plant. Haney replaces Copson as buyer, who then employs Cohen to get Qatar to invest. Giuliani joins in to help when he's not busy w/Flynn on Turkey.
Oh and the sale of Bellefonte was unexpectedly cancelled five days ago to Haney.
