1/ #Ethiopia’s Refugee law giving freedom of movement and right to work is progressive BUT if not implemented well will lead to more serious problems and possible conflict. Many potential risks that need to be mitigated.
2/How will refugees interact with local communities? Allowing Somali, South Sudanese, Eritreans, etc to move and work freely could have significant impacts in a country where lack of jobs has been one of key underlying factors in the unrest since 2015.
3/In Gambella, there have been decades of complex & often violent interactions between refugees and locals. If the many messages I got from Gambella today is any indication there was no consultation & many serious concerns over potential conflict if there is unfettered movement
4/If refugee jobs created are for Ethiopia’s manufacturing sector, not so sure many would be willing to work for $1/day- which is approx. the wage in Hawassa factories. Does DFID/EIB/WB/etc through its $500 million financing to Ethiopia really see $1/jobs as a migration solution?
5/Would like to understand how the GoE has learned from Jordan’s Job Compact challenges, some of which are discussed here: newsdeeply.com/refugees/commu…
6/Disappointing to see so many donors wholeheartedly supporting this without understanding the complex dynamics this will create and wo understanding how GoE plans to mitigate the serious risks. There are enough IDPs and conflict in Ethiopia without adding more fuel to the fire.
7/Why has there yet been no consultation w Ethiopians on such an important policy? When it comes to moving/resettling people in Ethiopia, voluntarily or not, successive govts have done it very poorly [an important & overlooked factor in many of the conflicts in Ethiopia today]
8/ While it remains difficult for media to get comment from govt officials, would love to see Ethiopian/intl media ask these and other questions…
