The failure of UK negotiations was not the structure of the final deal - that is set by relative priorities - but the absence of ways to sweeten that structure - the review periods, technology committees, etc. Key question, is it now too late for those elements?
EU can still help with the sweetening, but need to know the game - is it roughly the PM's deal, minus 20 MPs on each wing, so some Labour support. Or is it a softer Brexit. The second has the numbers, does the first? Is it worth making an offer?
Which is why it is back on the PM. The Brussels talks and commons vote need to go together, EU offers something verbally, PM accepts and shows in Commons that would make difference.

Don't expect it given the rhetoric though. /end
