New: @RepRoybalAllard, a top Democratic negotiator, defends her party’s demand to cap ICE detention beds for deportations.

The push by Dems hasn’t gone over well with Republicans and has stalled government funding talks.
The gist: Dems want to force ICE to prioritize deportation of violent criminals, which means less enforcement on others.

This has been a dealbreaker for immigration hardliners like Stephen Miller & Trump, who have argued it lets non-violent people w/o proper status off the hook.
The dispute dates back to 2011 Morton Memos, where Obama admin basically said DHS has limited deportation resources so focus on the worst offenders. That eventually led to DACA and DAPA.

Trump undid all. Hardliners saw them as a green light to come illegally if you then behave.
