No matter how he spins it, supporters will only care about the actual results on the ground. If wall/fence gets built in all the key places (i.e. if it stops the onslaught of illegal immigration), that's all that matters. Nobody cares how it's funded.
Even if Democrats only fund 50 miles of the wall/fence, it establishes the principle. Money was never the issue. It was always about building consensus. Just as you can't go to war with only one political party supporting it, you can't build the wall with one party support.
Principle is now established. The wall/fence is no longer deemed 'immoral' if Democrats agree to fund even one mile of it. Trump can now re-deploy all sorts of funds creatively (remember, Obama spent untold billions on things like UN Green Fund that Congress never authorized).
Doing it in the dark (the way Obama did it) is bad. Doing it openly after having had a national dialogue is just management, so long as it is seen to be a prudent expenditure. Democrats cannot credibly say, "50 miles of wall/fence is good, but 100 miles of it is unconscionable."
