She is either incredibly stupid or incredibly dishonesty.
They weren't giving away anything. It was a tax reduction. You need something to tax to give a reduction. City could have had millions in tax revenue to spend on these items, but now they will get nothing.

This only makes sense if you assume that all of Amazon's money belongs to the government, which she likely does.
This is like celebrating that you didn't win the lottery because now you don't have to give away 40% in taxes, and then talking about everything you can do with that 40%. You didn't win!!! You get nothing!
