If the UK is at the table, it has a voice in establishing the budget. It can vote on how money is spent. The big question then - will it also pay?
Look at the debate concerning the settlement of financial obligations - how often were payments presented as payments for a future deal or as non mandatory?
Would you want that debate again - for more money, for a new financial framework?
