Spot on. To be absolutely clear, the WTO is run by its member governments. They negotiate the rules and monitor whether the rules are respected. The Secretariat's role is exactly that, secretarial, supporting members' work in the councils and committees

Farage is actually right about the WTO being an honest broker if the UK and EU notify a free trade agreement under GATT Art.24.

Stages of GATT Art24 procedure.

1. The countries concerned (here the UK and EU) negotiate a deal. They reach agreement.

It's highly unlikely either the UK or EU would ask the WTO for help. Why would they?

2. The UK & EU fill in a 1-page form👇🏽. Their agreement is attached, or, more likely the form links to the agreement's text on an official website.

The last time the EU notified an interim agreement to the WTO, the linked text was over 1100 pages.

A valuable deal and a tribute to pragmatism by the parties to the Government Procurement Agreement. It’s the only WTO agreement the UK has to “rejoin” because it’s the only one signed only by the EU, not by its member states.

But it wasn’t difficult

There was no real negotiation on substance. In June the UK proposed sticking to its present commitments as an EU member (list of government agencies & the size of procurement open to international competition). This was agreed in less than 6 months.

The hard work was answering questions from members, largely satisfied.

Time was needed to sort out the legal drafting of the official decision, on how best to say this was essentially status quo. One revision and it was agreed.

N°1: you assert, "Britain traded perfectly well for the large chunk of history it has spent outside the EU." This is a spurious argument. The EU didn't exist then. We are going from the best possible trade terms with the EU (SM+CU) to worst (#WTO).

@JamesDelingpole This will not just impact our trade with EU27 + EEA/EFTA4, but also with those countries with trade with via EU FTAs and those countries we trade with on WTO+++ terms, the '+++' furnished by the EU's 759 facilities that improve on #WTO terms.

@JamesDelingpole Only 16% of UK's trade is on WTO terms alone.

You're proposing that we dramatically downgrade 100% of our trade to WTO terms alone, at the stroke of a pen. This is insanity. It has taken decades to reach to position we're in today. No wonder Mogg says 50yrs to recover!

This is a great thread looking at Super Canada by David, but I must respectfully disagree with one of the points.

This one specifically, in which the length of the CETA deal is used to determine how long a negotiation might take. It is also an example commonly used to argue the EU is slow at negotiating, and it was anything but common.

Although there is some irony in arguing a CETA deal can be done in 18 months, because in May 2009, at the start of the actual negotiation, the ambition was to deliver it in 18 months. Both sides actually hinted at a 2011 conclusion.

1/ First, understand that "agent" is a legal term. An "agent" is a person authorized by another person to act in their stead—and with their authority—in performing a task. If the authorization is for a specific task, the agent is a "special agent." If general, a "general agent."
2/ Sometimes, a "principal"—the person who authorizes an agent to act in their stead—will authorize his or her "agent" to *themselves* use new agents in the performance of their authorized task. So, Principal A may authorize Agent B to use various sub-agents to accomplish a task.

(1) I'm using a new term for those Twitter accounts posing as Trump supporters, that seek to engage, distract and divide Trump supporters online: Disinfo spreaders. It's a time honored strategy.
(2) When I use the term "time honored strategy" I'm saying the strategy has proven effective over a long period of time. It's one of my key messages in this thread: That our adversaries learned the lessons of history better than we have... until now.
(3) Here's where the Trump admin stands on Russia: In a nomination hearing, Pompeo cited Putin having said (words to the same effect) that in his opinion the worst thing from the 20th century was the break-up of the Soviet Union. Let me unpack this.
