Based on having real electors, people of good character who would weed out a bad apple. Same philosophy that had senators chosen by state legislatures. We no longer have real electors. And the distortions of the electoral college have grown exponentially.
Population ratio between largest and smallest states was 16 to 1, now 70 to 1. By 2040, 50 percent of Americans will libe in just 8 states, 70 percent in 15 states. We will see more instances where winner of popular vote loses presidency, not by 3 million but by 8 or 9.
To believe that this will not lead to a serious crisis of legitimacy is mistaken. And we will have a Senate where 30 percent of Americans choose 70 senators. And will not be representative of the country’s diversity or economy.
No easy way to deal with Senate distortions (could start by adding DC and Puerto Rico as states.) Best way to deal with Electoral College distortions is to add 50 members to the House, and have them be at-large in states, to have more House members who reflect our heterogeneity
We also need to have states opt for rank choice voting, especially in presidential elections, to prevent the Jill Steins, Pat Buchanans and Ralph Naders from distorting outcomes. No wonder Russia boosted Stein!
