NEW: #EUCO Brexit draft conclusions state: ‘The European Council commits to agreeing to an extension until *22 May 2019*, provided the WA is approved by the HoC next week. Given that The UK does not intend to hold elections to the EP, no extension is possible beyond that date'
The conclusions will also 'approve the instrument relating to the WA and the joint statement supplementing the PD agreed between the European Commission and the UK in Strasbourg on 11 March 2019'
The leaders will also "take note" of Theresa May's letter.
The conclusions continue: ‘The European Council reiterates that there can be no opening of the WA that was agreed between the EU and the UK in Nov. 2018. Any unilateral commitment, statement or other act should be compatible with the letter and spirit of the WA’
The draft also calls for work on preparedness and contingency to be continued, taking into account all possible outcomes. i.e. no deal plans.

It concludes: “The European Council will remain seized of the matter.”

The EU is sceptical of PM May’s chances of getting the Brexit deal through parliament. EU27 ambassadors were told today that the UK faces two choices: no-deal or a long extension.
Both choices come with a political and economic cost for the 27. A long extension would see the UK take part in the bloc’s decision making processes, while no-deal could see some member states & sectors require financial assistance.

It’s been clear for two years that 1) UK redlines were irreconcilable with UK aspirations - from “frictionless trade” outside the single market & customs union to “easiest trade deal in history”: all bollocks 2) everyone would eventually run out of road, and have to face reality
May ploughed ahead, every day a new slogan. Some ministers put their heads in the sand hoping it would somehow go away, others quit to promise even greater fantasies, and much of the UK media misreported and cheered along as if it were a game
The result is that Britain is now faced with a shitshow of epic proportions.

NEW: updated draft conclusions: 'EUCO agrees to an extension to 22 May, provided WA is approved by the HoC next week. If the WA is not approved by the HoC next week, EUCO agrees to an extension until 12 April, expects UK to indicate a way forward for the consideration of EUCO'
The wording in the conclusions is very clever. I am told it was driven by France & Germany.
A senior EU official tells me that on the basis of what has been decided, "in agreement with PM May":

- either WA approved by UK MPs next week, then orderly Brexit on 22 May

or

- 12 April disorderly Brexit, or request for another extension

It’s understood her original preference was to ask EU for a short extension which could be lengthened if needed, or a long one with a break clause in it.
But @MichelBarnier told me yesterday that it’s short or long, not both.
.@MichelBarnier also made clear that a specific reason must be given to warrant an extension: “Needs to be linked to something new - a new event, new political process.“
So:
- election?
- 2nd referendum?
- new cross-party political declaration (removing May red lines)?

Some important comments on #Brexit from @campaignforleo at a modest press conference in Brussels. He said there's a good opportunity to clinch a deal over the next fortnight. (1)
On a UK-wide customs arrangement: "A lot of countries would take the view that any UK-wide arrangement is really a matter for the future relationship rather than a backstop which is for N Ireland and Ireland. Also there's the whole issue of the level playing field..." (2)
He pointed out there is currently no N Irish Assembly or Executive to approve any new regulatory checks, as reportedly being considered by the UK government. (3)

The first point is that the clock is ticking, but time is standing still.

Raab talks about "good progress" but actually talks are at a standstill. He bounces around looking all perky and boxerly, but there's isn't much to say. On the tough stuff anyway. /2
Barnier says divorce deal is "80%" done, and deal can be clinched in 6-8 weeks IF the Brits are "realistic".

Markets jump for joy, but they overlook that "IF" and what Barnier means by "realistic".

So what does he mean? /3
