I am not an expert on Parliamentary procedure, but here is what I wish would happen:

1. This House notes that the Brexit process has been an almighty mess, and proposes that the notification under Article 50 be revoked.

2. This House notes that there was a public vote on 23 June 2016 in favour of leaving the EU.

The House therefore invites all those MPs who wish to implement the result of that referendum to work together to devise a future relationship with the EU.

3. This House proposes that any such proposal shall be accompanied by a detailed implementation plan.

The plan must set out a clear timetable and state what will happen if the EU does not accept the proposal.

4. The Plan may be put to a vote in the House at any time on or before 29 March 2024 (ie 5 years’ time).

5. If the Plan receives majority support of this House, a referendum shall be held within 12 months.

6. The Referendum will ask whether there is support for the Plan, or to remain in the EU.

7. If (and only if) the Plan receives the votes of at least 60% of those voting, and at least 50% of those eligible to vote, then the Plan will be implemented.

8. After the agreed period of negotiation (which was required to be set out in the Plan) the final deal agreed with the EU will be put to a second referendum.

9. The second referendum will ask whether the Plan is to be implemented, or not.

10. If the second referendum receives a simple majority of the votes of those who take part, the Plan will be implemented.

I recognise that my proposal isn’t perfect, but then I only spent 10 minutes on a train writing it.

Surely to goodness MPs are capable of devising a workable process this week?
