2. So the total outlay will be much below a simple maths of Rs 72,000 x 5crore households.
3. The only income survey i know of is SECC. That only asks which household has highest earner earning below Rs 5,000 per moth
4. A bias towards under reporting incomes is fine for a census to some extent but when the govt needs to identify individual households for exact income gap to fill..
5. A new exercise of identifying EXACTLY how much an individual household has earned below Rs 72,000 pa would have to be undertaken
6. Forget further issues of annual fluctuations etc. for now
7. Mid-term question: Will this scheme then lead to even bigger commitment in coming years from all political parties seeking power, drawing money from other schemes
8. What is the nature of a welfare state that tacitly accepts that its growth cannot ensure uplifting poor from poverty by enhancing their productivity. Or does providing enhanced cash in hands of the poor help them avail better opportunities in mid-term?
9. What happens to existing cash-transfer schemes and would there be an overlap or reduction in others? Would the expansion of the income support scheme lead to culling of some centrally sponsored schemes
10. Does the state then think its fiscal support for providing basic services of social security stands reduced as the govt provides cash instead.
11. Coupled with changes the Fifteenth finance commission is likely to produce is this triggering a considerable change in the federal fiscal responsibilities and the burden share thereof between Centre and states.
12. How will one measure the efficacy and the impact of these cash infusions into society.
13. For a state that has artificially and intentfully kept MNREGA under funded and squeezed, how would this income support scheme reach all the legit beneficiaries and how would leakages be any lesser? END.

That said, The BJP farmer income support scheme has nothing worth engaging with at this level
