I don't know if that comparison works.

If there are salacious details in the Mueller Report that didn't make Barr's memo, they're likely to be leaked.

If they never release (or heavily redact) the report, it will eliminate/reverse most of the goodwill generated by Barr's memo.
Like, if we get to September 2020 and the Mueller Report has never seen the light of day, people are going to notice, and nobody but extreme GOP partisans are going to vote for Trump on the basis of "no collusion".
The "just get a good initial headline at all costs" strategy works when (1) a story is minor enough that it might just go away or (2) you're trying to run out the clock because a discrete event (e.g. an election) is coming up soon. It often backfires in other circumstances.
