A recent report by IEA (iea.org/topics/transpo…) puts Canada and the US in a class of their own in terms of the types of vehicles bought and used. To start, here's average fuel consumption for the vehicle fleet across 50 countries. Canada tops the list at 8.9L/100km.
[1/4]
Next up is CO2 emission per km driven. Again, Canada is #1 (and not in a good way). Over 200g CO2 per km driven.

Why so dirty? Well, our vehicles are big.

They're also heavy. But in this category USA takes the "top" spot.
Finally, I should note these are 2017 values and link in @GK_Fellows who asked good questions about how these fuel economy values are calculated. i.e. Is it taking a representative average of hwy and city mileage?
Last comment: we tend to discuss impact of a carbon tax in terms of how it will affect driving behaviour. But as this data shows, price affects decision on what *type* of car we buy too.

(And yes, Canada is cold and has unique needs. But look at Sweden.)

On the (good) advice of @ckhead, here's the same fuel economy vs price plot, but with axes flipped. Can better interpret Canada's spot above the line. Fuel economy higher (worse) than expected given the gas price. In fact, Canada (or Argentina?) may be the largest outlier.
So i went and plotted the residuals. Yep - Canada has the largest residual. Nearly 1.5L/100km above the predicted value (or ~20%) based solely on gas prices. Malaysia and India much better fuel economy than predicted given their gas prices.
