Snapshot of the EBS spectrum license database. It's shocking. Roughly 4/5 licenses over Federally recognized tribal lands are licensed or leased by Sprint.

Spectrum squatting sucks.

Reserved spectrum needs to go back to communities.
... the situation is pretty bad. Some tribal communities can't set up their own networks because they can't get access to spectrum. This is particularly true when close to urban areas.
... having experience setting up cell networks in these places, I can attest personally that in most cases the spectrum is licensed but unused. Sprint is by far the worst offender.
... and unfortunately, telcos are so bloated they can't run solvent networks in rural areas. Yet they retain spectrum rights because they acquired them from schools who didn't know any better over the last couple of decades.
