2-The following statement is very interesting, I've heard people who worked directly with Mueller in the past say that they've never, ever known him to avoid making a call bc of disagreement from his team @ what it should be.
3-The gen'l word is that he has always carefully considered all opinions and then made the call. I think that his reticence this time is bc of the OLC memo citing that a sitting Pres can't be indicted, so he just followed precedent and decided to hand the decision to Congress:
4-"NBC said. “Three government officials have told NBC News that a dispute within the special counsel’s office on the facts and the law was one factor behind Mueller’s decision not to make a call on the obstruction question,” the network reported.
5-"Evidence on obstruction is compelling, one official who has talked to Mueller team members told NBC." ~politico
