1. On Manning: My quick review says that 18 USC 1030 crimes do not have a statute of limitations so that was not likely the what drove the bringing of the Assange indictment in 2018 for crimes committed in 2010. Most federal charges are five year statute of limitations.
2. This indictment was handed down long before Chelsea Manning was served with the recent subpoena. So IMO this is the first step and what they are likely going after Manning for is for something else with one caveat.
3. If they used top level FISA materials to obtain the evidence, they will want a non FISA source to avoid having to disclose the treasure at trial. My initial thought is this is just Act I.
4, I expect that an espionage charge may be coming and they may be able to tie it to a death of US personnel. They don't want to tip that because Britain would not extradite him. If we take death off the table they might.
